Software Engineer
Texas Department of Family and Protective Services requires the services of 4 Software Engineer 2, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 2, Applications/Software Development and the specifications outlined in this document for the Texas Department of Family and Protective Services.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Family and Protective Services  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Family and Protective Services will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

The DFPS seeks a Worker to perform in a Software Engineer II role to assist in planning and coordinating continued modernization development activities for the DFPS complex casework management system IMPACT, PEIRS, ABCS, NEICE, SSCC, Child Placement Portal, Incentives and Remedies, Community Based Care, and other operational projects.

 

The Worker will work with technical teams comprising of technical team leads, developers, user interface/user experience engineers, and technical/functional testing analysts. The Worker will facilitate meetings, elicit project details and document requirements for development projects focused on continuing modernization activities of existing DFPS Enterprise applications. 

 

The Worker will also work in concert with various technical leads (e.g., PMO, CTO, and Systems Development Resources) to prioritize assigned work and develop recommendations, options, and alternatives as required.

 

A Software Engineer II - MuleSoft Developer - is responsible for the modernization of existing DFPS’ Enterprise web applications, following established standards, quality attributes, and design specifications. This role is responsible for the following:

 ·        Define and develop low-level design documents

·        Contribute to and follow software engineering best practices to create robust and standardized solutions

·        Work closely with Business Analysis and Project Management in executing the assigned development work

·        Participate in design and development activities for existing and new components

·        Implement MuleSoft components with DataWeave and RAML for integrations flows, APIs and data transformation.

·        Write scalable and high available code by following the design principles and software engineering best practices.

·        Perform code reviews, unit testing, integration testing, test case automation, continuous integration and continuous deployment

·        Identify, investigate, and resolve production problems in a timely manner, based on the priority

·        Tracking software development life cycle activity metrics as it relates to requirements and other established metrics.

·        Taking initiative to develop a foster a collaborative approach among teams before, during and after the requirements gathering process to achieve a common mission, vision, values and goals.

5 Preferred Experience in WebLogic Application Server deployments
5 Preferred Working knowledge of development standards for accessibility compliance for websites
3 Preferred MuleSoft Administration experience preferred
3 Preferred Assist integrations team in adopting and learning MuleSoft
3 Preferred Experience as a participant in agile software development teams
3 Preferred Working knowledge of Test Automation (Selenium, LoadRunner, Accessibility testing) and the ability to troubleshoot integrations with HP ALM
3 Preferred Experience in Static Coding Analysis using SonarQube or similar product
3 Preferred Working knowledge of Responsive / Mobile Development
3 Preferred Experience in IBM WebSphere Server deployments
2 Preferred Working knowledge of Web Content Accessibility Guidelines (WCAG) 2.0 / Sec 508
2 Preferred Experience with UI test framework Karma, Jasmine, Cucumber, QUnit or similar
2 Preferred Working knowledge of Continuous Integration, Jenkins or equivalent
 
III.  TERMS OF SERVICE
 
Services are expected to start 06/12/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 472 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Family and Protective Services. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4900 N Lamar Blvd, Austin, TX 78751 (currently telework). Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Family and Protective Services will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Family and Protective Services.
 
V.  OTHER SPECIAL REQUIREMENTS
 

Candidates selected for this opportunity may be required to physically attend meetings in Austin, TX, with minimal notice.  

 

Candidates currently residing outside of the State of Texas, will be required to relocate to Texas, if selected for this position and the offer is accepted.

 

In order to assist in quickly acclimating the contractor to DFPS/ITS, they will be required to attend a virtual onboarding session and to physically pick up agency issued equipment in Austin, TX on their first day of contract. There will be additional appointments and blocks of time that the contractor will need to attend during their first week of assignment. Rescheduling of these events may result in the contractor’s start date to be delayed.

 

Vendors MUST NOT include their company names or logos in the Workers’ resumes; any resumes found to contain vendor name or logos will be considered a non-compliant response and the Workers will not be considered. Worker Reference Form (Form B) must include e-mail addresses and telephone numbers for each reference listed. Two of the three required professional references MUST include managers or project managers for prior engagements.

VI.  ADDITIONAL TERMS AND CONDITIONS
 

DFPS adheres to the Terms & Conditions of the existing DIR IT Staffing Augmentation Services contract. All rates will be negotiated within DFPS’ available budget.

 

All Vendors submitting Workers under this solicitation must comply with the Security and Management Control Outsourcing Standard for Non-Channelers document. Vendors must ensure their Candidate’s actions under any awarded PO will be in compliance with this document and any other Federal and state regulations pertaining to Criminal History (CHRI) records and Criminal Justice Information Systems (CJIS) records. DFPS will routinely monitor all awarded PO’s to ensure compliance. Offer letters sent to the successful Workers’ vendors will include a request to provide the completed Outsourcing Standard to DFPS. No PO will be issued until an Outsourcing Standard is received and accepted by DFPS.

 

DFPS may hire one (1) or more candidates at the same classification and salary range within 90-days from the closing date of this posting.
